Installed Browser
The first thing that you need to do is to open up all the browsers that are installed on the device to see if it is one of the supported browsers for YouTube. If the Microsoft Edge Legacy browser is installed and will not load YouTube or any website with an SSL Certificate when tested and other free internet browsers can, you are one step closer in fixing your issue as you have found the cause.

Windows Version
You will need to check out the version of Windows that is installed (build 1809 or later is recommended) as that will be an indication if you can have it repaired automatically (using the Windows 10 Update Assistant) or manually (by using PowerShell) so that you can remove legacy files leftover from version of Windows 7.

Windows Build
You will want to use the upgrade tool from Microsoft to make the Windows Operating System as current as possible with a build that is stable but also drops the Microsoft Edge Legacy browser in favor of the chromium-based browsers.
